What it is
ETL is a certification mark run by Intertek. Intertek’s page describes the ETL Listed Mark as proof that a product has been independently tested and certified by Intertek to applicable safety standards, and describes Intertek as a Nationally Recognized Testing Laboratory.
FCC wording points somewhere else. The FCC’s equipment authorization page says radio frequency devices must be authorized under 47 CFR part 2 before they are marketed or imported into the United States, and 47 CFR Part 15 is the part of the federal rules titled for radio frequency devices.
Who runs it
Intertek; the FCC
Intertek runs the ETL program. At the FCC, the Office of Engineering and Technology administers the equipment authorization program, according to the Commission’s own page.
What it does not promise
- Neither word on a listing says which standard a product was tested to, and none of these listings names one. The site does not read either word as a statement about fire, shock or any other outcome, in either direction.
- A listing that prints ETL or FCC is making a claim. The site did not look up certificate or authorization records for any of them.
A listing that prints UP Certified
The Kasa Ultra Mini listing prints the words UP Certified
. The site searched for a certification program by that name and could not confirm one. It repeats the words exactly as printed and does not guess what was meant.
The plugs, the kits and the fan
Eight outlet listings print ETL or FCC wording, and so does one fan. Among the remote-control kits every listing prints both words, which is why the comparison table on the outlets page carries no column for them.
